1. Are there any zoning ordinances or building permits within the unincorporated areas of Coffee County?

There are no zoning restrictions, ordinances, or building codes within the unincorporated areas of Coffee County, Alabama with the exception of the areas of concern listed below.

• Coffee County adopted subdivision regulations which are primarily related to streets and drainage.  Information pertaining to this matter may be obtained from the County Engineer's Office at (334) 894-6112.
• Coffee County has adopted a Flood Damage Prevention Resolution which related to development in a possible flood plain.  Information pertaining to this matter may be obtained from the County EMA Office at (334) 894-5415.
• City of Enterprise has jurisdictional boundaries that extend past the city limits.  There may be some jurisdictional ordinances that apply.  Therefore, we urge you to please contact them at (334) 347-1211.

2. Where is the landfill?

The landfill is located at 7733 Highway 125, Elba, Alabama 36323.

3. What does the landfill accept and what does it not accept?

4. If I have recyclables mixed in with my trash, will they be separated?

We will not separate recyclables from trash once materials are deposited in the landfill. This is for safety reasons.

5. Can I take materials from the landfill?

Scavenging through garbage is not permitted at any time and once waste is placed in a disposal area, it cannot be removed from the landfill.

6. I have large items I cannot bring myself. Do you offer a pick-up service?

We do not offer a pick-up service for large items.

7. What are your hours?

The landfill operates Monday through Friday from 7 a.m. until 5 p.m., except on holidays listed on the landfill’s website.

8. Can I come in a car?

Yes. You may bring items to the landfill in a car if they are small enough to fit inside. There is a citizens’ drop off point near the scale house that does not require driving over landfill cells. Please notify the scale operator what specific items you have in your vehicle to dispose of prior to disposal.

9. What are the accepted methods of payment?

You may pay by cash, check, or credit card. We accept all major credit cards, except for American Express. There is a 3% fee added to all credit card transactions.

11. What happens to all of the methane gas that is produced?

It is extracted and flared.

12. What is being done to minimize smells, noise, litter and dust, a great concern for many residents that live near the landfill?

Trash is covered with Alternative Daily Coverage (ADC) at the end of each working day. At the end of each week, it is covered with soil. We perform annual surface emissions testing and quarterly gas migration testing. We use trained personnel to perform operation and maintenance of our landfill gas system to ensure that the system is operating properly. We use litter fence around the active disposal area to catch windblown litter. We have a crew of a landfill employee as supervisor and two inmates that perform daily litter pickup within the landfill perimeter. We also have a Landfill employee who is very active in picking up debris on Highway 125 from Elba to Highway 167 on a daily basis. In addition, we use a water truck to control dust on our paved and unpaved roadways.

1. Is there a deposit for renting a dumpster?

Each time a container is set on your property you are required to pay a $110 delivery fee. New customers are required to pay this $110 before delivery takes place or at the time of delivery. Existing customers will be billed the $110 on their monthly statement.

4. How much material may be placed in the dumpster?

All containers should be loaded no higher than level with the top of the container. In some cases, where brick, concrete, roofing, or other dense material is being loaded into a 30 or 40 Yard container, it may be necessary to load the container no more than ¾ of the designed capacity. Overloading of a container may result in additional charges.

5. How do I schedule a pickup?

To schedule pickups or dump and returns, please call the landfill at (334) 897-6773.

6. How long can I keep the dumpster?

As long as your account is current, you may keep the dumpster until your job is complete. Upon approval, customers may be allowed to have a permanent container placed. Please see our list of Container Pricing for more details.

7. How far in advance do I need to call to schedule a delivery?

Depending on our driver’s schedule and dumpster availability, you may have same day or next day service. During peak season, you may be placed on a waiting list for the next available dumpster.

8. What is not allowed in the roll off containers?

Household waste, tires, and electronics are not allowed in roll off containers. Roll-off containers are disposed of in the Construction and Demolition (C&D) cell of the landfill. The C& D cells are permitted for C & D only and do not have liners like the MSW cells do.

1. Am I required to have residential garbage collection services?

Yes. Coffee County has mandatory garbage collection. Please see the Solid Waste Enforcement page for details on the Alabama Code of Law.

2. Is there a deposit for residential garbage collection service?

New customers are required to pay $49.50 the day the new account is established. This amount is not a true “deposit” but will be applied to your quarterly bill for services.

3. Why do I have to give so much information to start service?

As with any other public utility, the information we ask on the application form is due to collection and refund issues.

4. When will I get my residential garbage collection bill?

You will receive a bill at the beginning of the first month of each quarter (i.e. January, April, July, and October).

5. Where can I pay my bill?

You may pay your bill online through our website, pay in person at the solid waste office in New Brockton, or you may mail in payment to the office.

6. Why is there a late fee on my bill?

Any accounts not paid in full by the last day of the billing months (January, April, July, and October) will result in a $3.00 per quarter late fee.

7. Do I need a garbage cart (can)?

For residential customers, a garbage cart is provided by Coffee County Solid Waste. The cost of the carts is included in your bill.

8. What happens if I accidentally throw away important documents, expensive prescriptions, or valuables?

Unfortunately, the garbage trucks are equipped with compactors to make room inside for multiple stops. Once items from your can are dumped into the garbage truck, there is no way to recover them.

9. What do I do with my moving boxes?

At this time Coffee County Solid Waste does not pick up items left next to the road. We are only able to pick up items that can be placed in the garbage cans. Any bulky items that cannot be broken down to fit inside the can must be disposed of at the Coffee County Landfill.

10. How do I recycle? Where are the recycle locations?

Coffee County does not provide curbside recycling at this time. You may take recyclable materials to the landfill; however, you will be assessed the same fees as you would if it were nonrecyclable materials. 

11. What can I bring to the landfill?

12. Does Solid Waste pick up Christmas trees?

Not at this time.

13. Will my garbage be picked up on holidays?

Residential Collection routes will not run on New Year's Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day if the holiday falls on a weekday. Please go to Coffee County Environmental Services’ Calendar for office closings and route changes.

14. Is the landfill open on holidays?

The Coffee County Landfill is closed on New Year's Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

15. What do I do if my can was not picked up?

Please call the Solid Waste office at (334) 894-6600 to report missed any pickups. We ask that you report pickups in a timely and respectful manner so that we can determine the cause of the missed pickup and send someone to collect the garbage if necessary.
